The people of Gorgan and Bandar Torkaman however, strongly disagree with this decision for it being in concurrence with the mourning of Muharram. Following a clash between the people and the government forces, state of siege is declared. The son and father of Major Arfa, an officer in exile get arrested. Meanwhile, a Mullah visits Gorgan incognito and informs the residents about Modarres’s martyrdom. Mullah Taher and a young guy named Forouz and some other young fellows start a secret residence group and murder the head of Shahrbani who was responsible for holding the carnivals. However a worse alternative gets chosen as the new head of Shahrbani by the government.
