The Penalty is about that A group of war refugees who have lost all they have through enemy attacks are inhabitants of an inactive industrial region belonging to the oil company. Now, twenty years after the war, the company is going to make this region active again so they should leave the place after two years from now. But they are poor and have no money to provide another place of living. At the same time, the youth play football on a piece of land irrespective of the problems and concerns their parents have.
